I have taken both species in Canada and British Columbia. I used a 7mm Remington Magnum and a 300 Winchester Magnum and they both took care of business. If I had to recommend anything else, I would suggest something in 30-06 minimum or larger, preferably a magnum.

for black bear a .270 will actually work, despite what other people say. many people like a 7mm-08 rem for both whitetail and black bear, and so is the .30/06. for both grizzly and black bear, a 7mm rem mag or a 300 win mag, but both of those might be too small for some grizzly. a .375 H&H or a .338 win mag would work great for any large game in north america.

Even though more Black bear have been killed with the old .30-30, a better choice is anything .308 or above. For Grizzly I pick something .30-06 or preferably bigger.

A good .30 caliber, .30-06 or .308, is as far down as I would go. Given my choice, I'd look at something like a .338 for big bears.
Any quality bolt-action rifle should be fine.
