Isn't that quote supposed to be about humor and not fiction. Maybe what you are looking for is "reality is often stranger than fiction"

In my experience it does when there is something that needs to be learned by either an individual or society. The energy of reality stimulates creativity. The most recent example I have seen of this is the movie V for Vendetta.
