Is our country still building particularly large and monumental dams?

What country are 'we' in, the UK?

If the answer to that is yes, then Thames Water have applied to build a large dam somewhere near Oxford I think. Only a few square miles, so not that big really.

If the answer is no, then I have no idea, unless you are in China, in which case the answer is yes, very big ones.

If you are in the US, answer is no.

Opportunities have been taken or lost and there is such a large environmental impact that there just isn't anywhere to build huge dams.

I hope we never build another such dam in our country. There are better ways of water management than keeping vast quantities of it bottled up in manmade lakes.
