An EGR valve (Exhaust Gas Recirculation), is a valve that recirculates some of the exhaust gases expelled, back into the intake air stream for the purpose of reducing combustion temperatures in the engine, thereby reducing NOx emissions. This usually occurs during a steady cruise. Under normal circumstances, the valve should remain closed when accelerating, decelerating, or when the engine is idling. Hope this helps.
