If this is coming from your stuffed teddy bear, I would have a hard time believing he meant it...
But if you mean that people should not tell lies if it gets someone in trouble, or to save yourself at the expense of someone else, then I agree.

A thief is a thief as long as he/she continues to steal things. A liar is a liar as long as he/she continues to lie. All liars shall have their part in the lake of fire and brimstone, there will be many who will be weeping and gnashing their teeth because of the above verse, because they did not cease from their lying, but continued to lie and think they were still Heaven bound based on doctrines of men, and not what Scriptures teach.
