Is there a pellet gun out there somewhere that is sniper grade accurate? If so, is it possible for a civilian to buy one?

Check out Benjamin or Sherman Air rifles they use to be the best around they may have something close to what your looking for.

Something that is only accurate to 200-250 feet is hardly "sniper grade accurate". Those guys routinely make shots past 500 yards.

You simply can't get that kind of power with a pellet gun, so I think the answer is "no."
