Reading News papers (Not Film Magazines) and good novels are helpful for good English along with some private coaching. However, practising of speaking and writing is a basic requirements for learning. Listen carefully and try to copy the speeches of well educated and good speakers.

Don't go by what you see written on Yahoo questions and answers. The English and spelling is extremely bad. Take a night course in English as a second language.

Today with the internet you could learn English a lot faster than 20 years ago. Go to web sites that broadcast video. Listen to how the words are pronounced and listen to the accents.

A class for adults would be worth your money. Check with your local schools. Reading books written in English might also help you and be pleasant for you, as well.

I'm not being critical because I understand you want to learn, but in just your one sentence you have several errors. Here is how that sentence should be constructed and spelled.

I want to learn proper English; please give me some suggestions.

The changes I suggested may seem minor, but they are quite major errors in how the sentence was originally constructed.

As salaamu 'alaikym, my friend.

I would recommend reading classic English literature, such as the works of Charles Dickens, Sir Walter Scott (although he will often slip into a Scottish dialect that can confuse those not familiar with the same), Bronte, Austin, etc.

If it is possible, befriend a college professor who teaches literature requesting that he or she assist you in practicing speaking correctly and well.

Listen to those actors, such as Sir Sean Connery, Sir Richard Burton, etc. to also hear how to pronounce words correctly.

Try to avoid television and the radio as slang English seems to have taken over the airways. It can be confusing and is usually incorrect.

Good luck to you as English is the most difficult language I know to learn to speak and read as it often seems to be out of order (i.e., modifiers before the object?) and the combination of some of the letters are either pronounced differently from what one would expect or they are left out entirely.

Ma'a salaam.

Start with good magazines and books. Keep a dictionary with you to consult to understand the meaning of any word you are unable to follow.

There are lots of very good "learn english" podcasts on itunes, if you have it? You don't need an mp3 player you can just listen through your computer...
