It could be just simple allergy. Your problem is how to stop coughing. The answer is you should not stop coughing. Coughing is just a sign that there is something that is in our respiratory system that should not be there~Dust particles, chemicals, smoke or what so ever.
I suggest this person should live where there is no irritants at all maybe the country side. If this does not solve the problem maybe the person is allergic to a certain kind of food group~Shrimps, crabs, lobster and others.
If the problem persist try vodo or black magic to cure this person. hehe. kidding

There is a unique medical condition, talk to your doctor about this. I have it to a mild degree. Mine is from three surgeries I had on my cervical spine, through the throat. It left me with no reflex for puking and the particles going into my esophagus cannot distinguish from the bronchial and, it causes coughing at times, and at times, I cannot stop. I have to sit and quietly tell myself to stop. Some of this is controlled from the brain.

I'm trying to think of the syndrome "disparaging?" I'm sorry.

It can become quite bad, to a point that a person cannot eat without coughing all the time.
Another condition is the results of a stroke. My two brothers-in-law had this from strokes. They cannot swallow to certain degrees, controlled from the left hemisphere of the brain.
They both had to have shunts into their stomachs for feeding because if they tried to swallow they would choke, or cough uncontrollably.
