The passenger seat on the 92 is not adjustable, and as others have said, the set belt latch is a problem. Switching the entire seat including the base would be a problem, even though does fit! You can remove the seat from the base, and switch it!
When you say the seat is broken, I assume that the seat back is not holding and the seat is reclining! This is caused by the ratcheting mechanism breaking. You can replace just the ratcheting mechanism with very little trouble! it is just held in with a couple of small bolts!
If you want to remove the seat and base together, it is mounted with 4 bolts. You will need to go under the van and remove the nuts holding the seat in. The nuts are 13/16 and are best removed with a socket and breaker bar!

Think it will work, can't remember if both have adjuster or not but sure you could look for yourself on that. As for the buckle though it is just mounted on the base so if you just take the seats off the base by undoing th 4 nuts that hold it from under the seat you should be able to switch them no problem and then just leave the arm rest up if it is really in your way or rip it off. If you do go hunting for seats at the bone yard though I would measure the mounting points up because I once took seats from a 92 and put them in an 88 and they were about an inch and a half out and I had to modify the seat base on the 88 to get them to fit. No, the buckle for the seat belt will be on the wrong side, not to mention the arm rest (If equiped) will interfear with the arm rest of the door. Then you will also be unable to bolt the new seat down to the floor correctly because the holes will not line up. A new seat can be had from a wrecking yard for around 50 bucks. I would go that route.
