If I were visiting NYC for the first time, I imagine I'd want to see/do all the typical touristy stuff. With that, I'd expect to visit landmarks like Ground Zero and the Statue of Liberty downtown (and the Village if time permits), then head to midtown to Madison Square Garden and the Empire State Building, then walk to Bryant Park and Times Square before heading uptown to Central Park and Museum Mile. Of course, that would be the condensed version with lots of things in between.
The NYC Tourist Center (NYCTouristCenter.com) is always a big help for me when I'm expecting visitors. It's easy to plan out the day if you know what's going on in advance and what areas you plan to focus on.

Well, there's a CityPass for NYC, but whether it's a "deal" depends on how many of those attractions you want to go to. The tourist spots in NYC are not going to be "cheap". Some museums have free admission nights, but they'll be VERY crowded then. There are free things to do in NYC, listed in the paper, the Village Voice, and on websites - try doing a search on "free things to do in NYC".

Ground zero & NYC's gift shop in the city building (where there are some hats and t-shirts and tote bags.)
Brooklyn Bridge
Grand Central Station
Penn Station (four levels)
Rockefeller Center (and Museum shop if he/she wants to buy gifts)
Feline's Basement
Trader Joes (same neighborhood as Feline's) so he/she can check-out the natives and how much food costs in NYC.
Katz's deli with huge juicy delicious sandwiches too big for one sitting.
Subway and #7 train to Flushing & to the East Buffet, Chinese restaurant, on Main St.
Buy friend a metro pass and go everywhere by subway. Take the Greyline Circle Tours and sit on top center of the double decker. Bring cameras.
Ask friend what he/she came to NY to see. Maybe Metropolitan Museum and Empire state building.
Too much for visitors to do in NYC

Try these:
Ground Zero
Wall Street
The Bull
The aircraft carrier mueseum on the Hudson.
Statue of Liberty
Helicopter tour
A ferry ride
The subway
Times Square
I am from Texas, and went for an evening to the City once.
I saw quite a few of those sites in just an afternoon.
What a great city to just walk around in. Concrete hiking!

Try taking your friend to the New York tourism office, and let her or him decide where she or he wants to go.
Some of my favourites:
-Ellis Island
-Statue of Liberty
-Brooklyn Bridge
-17th St. Pier
-Staten Island Ferry
-the subway, anywhere
-The Subway & Urban Rail Museum, Brooklyn
-The New York Botanical Gardens
-The Bronx Botanical Gardens
-Washington Square
-The Chelsea Hotel
-Broadway
-42 Street
-Times Square
-Central Park
-El Barrio, during the day when the old folks play music in the park near 1st Av near the footbridge.
-The Lincoln Tunnel
-The NY Public Library by the Croton Aqueduct
-Chinatown
-a Broadway Show
-Wall Street
-SoHO
And so on, and so forth, there's never a dull moment in New York if you've half a mind and are not short on sleep. And who can sleep in New York, being new to it?

Take him to the French house, la maison francais, right next to Washington Square Park in Greenwich Village. I think it's on 5th Avenue.
