I have a Peke too. Luckily, mine doesn't snort. Most short muzzled dogs will snort due to their short breathing passage and smushed in face. The licking of the nose is probably just a little quirk that your dog has. It doesn't sound like anything to be worried about.

Dogs with flatter faces have short nose passage ways, so this causes them to make some nasal noises and can become short of breath more easily than some other breeds. Also, the two strongest senses for dogs are taste and smell, so this may be why she is constantly licking her nose. ...Another thing: dogs do not "sweat" like the way people do from our bodies. The only way dogs can "sweat" is through panting and running noses.

She may have allergies, but she is also a short faced dog, like pugs and bulldogs and they all snort~

Yes, it is quite a common thing for Peke's to do. It is one of the things they get from thier close inbreeding; one of life's little trade-offs.
