I think that even if someone is born with a conscious, they still are not really responsible for their actions. None of us are. The events of our lives and our personalities are determined by genetic inheritance, socialization, and circumstance, all of which we have little or no control over. Free will, which is the backbone of the concept of accountability, is just a mental shortcut that we use because we are not capable of understanding causality in all its complexity.
And good and bad are purely subjective terms. They are the same thing seem from two different points of view. Hitler and his supporters thought that killing millions of people was a good thing. And if Nazi Germany would've been the first nation to develop the A bomb, Hitler's face would probably be on our currency now.

Its not really. I saw this episode of Star Trek Voyager where Voyager was asked to help transport death row alien prisoners in exchange for safe passage through a quadrant. I won't bore you with the details but one of the prisoners was a madman and killed numerour families without remorse then he ended up in sick bay for some reason I can't remember and they found some kind of tumor or clot in his brain and they removed it and suddenly this guy had a conscious! He felt guilty for all his past actions ans never felt guilt all because of this problem with his brain. They tried to appeal with the family (because in the aliens governemt a murder punishment is decided by the famiiy of the victim) and it didn't work they still wanted him to die unfourtunatly.

I believe everyone is born with the light of christ or a conscience. But environment and biology plays a part in how we respond to the world around us. This doesnt excuse bad behavior, but it helps explain it. You cant sin in ignorance. I think in our society we are all raised with a basic knowledge of right and wrong. You need to know something is wrong to be sinning. I dont think someone that was raised to not really believe sex before marriage is a sin will be condemned for sleeping with their partner, esp if they have lived really good lives. We are judged according to our knowledge and really only god know what we knew to be right and wrong.

Well, there are two questions here. First, there are some people who, psychologically, do not have any sense of empathy. As children, these people have what's called "detachment disorder" -- somewhere in adulthood, we just call them criminals.
I don't think these people should be held to account. But in a broader sense, I think the purpose of the criminal-justice system should be public safety. Fairness and accountability are fine for civic cases -- where you owe me money -- but, in the criminal system, I think the purpose of the system shouldn't be to divvy out some arbitrary sense of justice, it should be to protect society from violence.
To me, the evidence for "not guilty by reason of insanity" is the murder itself -- sane people don't murder. But that doesn't mean a murderer doesn't need to be isolated from society.

When severe abuse, neglect, addiction, coercion and mental illness occur, they can affect a person's behavior. It doesn't negate some kind of liability except in certain circumstances but I don't think jail is the solution in these situations if there are feasible alternatives. Take Lindsay Lohan. She may be a wild child but clearly something is wrong with her. She should get rehab and house arrest for six months with a lengthy probation and community service but not jail.

The knowledge of good and evil are printed on your heart before you are born, thanks to Adam and Eve. If your sins are not covered in the blood of the Lamb who is Jesus Christ, you will be held accountable for all of your sins and you will get your just reward in hell.
If you want to know all the truth, read the Holy Bible and then you won't have to ask these questions, you will have the answers for yourself.

Everyone is born with a conscious no matter what, everyone has this sensability of wrong, and whats right, and everyoe is accountable for sinning, and breaking the law.

There comes a time that children gain an expanded view of themselves and the world.It varies from person to person.I typically hear it referred to as coming of age,or the age of accountability.They are not held accountable till this time.
