Of course that is suspicious and the oldest line in the book. If anyone is silly and dumb enough to fall for that one they sort of deserved not to be called. In my personal view, if anyone uses this line at all its more than obvious its a brush off. Because if the person doesn't even want you intruding into their personal world by calling them, then they clearly do not want you in their lives.

no, it doesn't make me suspicious at all. I know what that means. Sometimes those words feel inappropriate, like when the person has been nice all evening, fun to talk with and you seemed to connect, and then they had you that line, I'd question the motives, like maybe they were married and lieing to me and they can lie with a straight face. And then I relax and say "I'm glad they're gone".
