First do not allow your cat to drink milk, it is not good for them, unless you are buying her cat milk.
A lot of cats don't like drinking out of a water bowl. Cats like fresh water, running water preferably. They like the water from the shower floor because the know it just got there. They will also drink drips from the faucets if you don't shut them off all the way.
You can play the waiting game with her.... only give her water in her water dish, making sure that you change the water a few times a day at least.... or... you can buy a kitty fountain. Most pet stores sell them. They are slightly larger than a regular water dish and the prices vary depending on what type you get. Some run on batteries while others need to be plugged in. It basically just recirculates that water in the dish, filtering it in the process. Cats love the running water so this should make her drink plenty of water.

If the water is fresh, offer it around the house in different places. A coffee cup full on the floor in the corner, or one left on the table, etc. as well as the regular water bowl.
My vet said there was a study done where they found that cats drank MORE water when the bowl was filled to the brim than what was drunk when the bowl was half empty. (I think the whiskers touching the sides of the bowl would influence that). Keep them filled to the top.
Some cats really like the water fountains, which make it seem like ultra fresh running water.

Try bottled water. And try leaving out several bowls of water, all over the house, in the bathtub/shower, outside. Wherever she goes. She's thirsty. I'm sure. If she's still not drinking, it could be a kidney problem! In which case, you should take her to the vet immediately.

Your cat may only like fresh water? Does you tap water taste funny? Try dipping the paws in water. If you stop the milk the cat may just get thirsty. Don't give up.

You could try a pet fountain. Some cats prefer moving water. Alternately, slowly water-down the milk, gradually adding more water until it is all water. In the meantime, feed mostly canned food; it will give her some of the water she needs.

to want to catch. I received a catalog from Lakeside Collections that offered this water bowl for cats. It is a great idea. You can see their catalog on line.

mix it with some cat treats to make it taste good
and offer it before you give her food
so for every time she'll drink some water, she'll get a treat
and then she'll really like the water!

the water doesnt taste crisp(yummy and fresh) enough to her. let her do this-its OK. my cat(s) do the same thing,my vet said its perfectly FINE.
