God's elect are the ones He specifically chose. Only He knows who they are, we don't. As far as faith is concerned, faith is given only by God's grace. Since God's grace is shed upon all people then it's up to them to choose to receive it.

God chose out those for salvation. It is up to Him, not us. God has not shed His grace on all, that is not Biblical. It is not up to us to choose Him. He chooses us, not based on anything we do or will do, or our position in life, but simply out of His grace, mercy and love. God elects, God predestines, the Holy Spirit indwells us, God gives us the faith to believe. It is all a work of God. The nation of Israel was and is also called His "elect".
Psa 105:6 O seed of His servant Abraham; O sons of Jacob, His elect.
Rom 8:28 But we know that to the ones loving God all things work together for good, to those being called according to purpose;
Rom 8:29 because whom He foreknew, He also predestinated to be conformed to the image of His Son, for Him to be the First-born among many brothers.
Rom 8:30 But whom He predestinated, these He also called; and whom He called, these He also justified; and whom He justified, these He also glorified.
Col 3:12 Therefore, as elect ones of God, holy and beloved, put on a heart of compassions, kindness, humility, meekness, long-suffering,
Rev 17:14 These will make war with the Lamb, and the Lamb will overcome them, because He is Lord of lords and King of kings, and the ones with Him are the called and elect and faithful ones.

God's elect is represented by His true born again believers. When the Bible says that God chose these people, it basically means that He foreknew who they would be. Are you part of the elect? If not you can change all that today.

God's Elect are those people God knew in advance would hear the gospel and respond in faith.
As it says in Roman chapter 8, those God knew in advance, those he foreknew, he elected or predestined.
29For those God foreknew he also predestined to be conformed to the likeness of his Son, that he might be the firstborn among many brothers. 30And those he predestined, he also called; those he called, he also justified; those he justified, he also glorified.
First we hear the Word of God.
Then we descide to believe it.
Then we are saved by Grace which flows in response to our faith.
And since God could see all this in advance, he predestined those who chose to believe.
The thing is, God lives outside of time, and from that point of view he knows what we will do next week and next year.

If you have a desire to be saved then you are most likely one of the elect. Here are some passages describing where this teaching comes from.
John 6:43 Jesus answered them, "Do not grumble among yourselves. 44 No one can come to me unless the Father who sent me draws him. And I will raise him up on the last day.
