Can my 17 year old drive a 16 and 13 year old to school?

Yes.

Last month, the latest change in Ohio's teen licensing law kicked in, prohibiting drivers under 17 from having more than one non-relative passenger unless the driver's parent or guardian is present. The law is aimed at stopping new drivers from bopping around with a carload of kids. The law also prohibits those under 17 from driving between midnight and 6 a.m. unless accompanied by an adult.

Melya answered it ALMOST right. The question doesn't say that either of the 13 and 16 year olds are the 17 year old's siblings.
