You cannot be required to contribute towards your 403b plan. You contribute as much as you like, or nothing at all, up to IRS limits.

I believe it depends on the state that you are working in and the county...I know that the Humane Society is a national organization, however benefits are not all the same. And I remember that there were several insurance plans offered...you will get to choose the plan that fits you best. Keep in mind that...yeah benefits are a plus, but the Humane Society is about saving animals and I know when I worked there the benefits weren't that great...but I didn't mind because I was doing what I loved. (And this was about 2 years ago...so I'm not sure how they have changed)

Your best bet is to ask other employees or sit down with the director and discuss your options.
