Like the person above, I'm dismayed that you mentioned him being black. Make sure you're not discriminating in what you think. Give him a choice -- shape up and stay, or leave. Set definite criteria (laundry done weekly, dishes done after being used). If he won't do that, the three of you have to stand together. Just meet him together one evening when he comes home, stand united and say "Kyle, we've discussed it among us, and this living arrangement doesn't seem to be working out. We think we ought to help you find another place. We'll help you find one, and help you move, but we need you in another place by the first of next month." (Set a deadline far enough away that he can reach it, but close enough to give it some urgency.) Remember that he'll fuss, and try to split off the one he thinks he can get to most easily, so none of you break ranks. Being united is the key to making this happen. If he tries to split you up, focus your attention on the dishes and the bags of dirty clothes and STAY FIRM. Good luck, let us know how it goes.

All of you could move out and get a new place without him...that would involve the other guy breaking the lease he has though.
Or you could all sit down with him and explain to him that he is being disgusting...after that see if his habits change. If not, you're kind of stuck with him. If he is on the lease he has more of a right to be there than you do. Unless all of you become overly mean to him and make him want to leave...you are stuck with him. Maybe try asking him nicely to leave if you really can't stand it anymore? Or you could move out with the guy that isn't on the lease. There isn't a whole lot you CAN do due to legal matters. The fact you have to point out his race is more disturbing than his cleanliness issues. Does it matter what color his skin is? Geez, I wish people would finally grow the heck up on this race BS.
Anyways, the question is, are YOU on the lease? If all the other leasees wnat him out, then you need to basically call a meeting of all of you and notify this guy of the decision.
Or point the issues out to him and give him a "final" chance to clean up his act or move out.
You can't force him out though if he's on the lease, especially if you are not.
Tell him he's got 30 days to clean it all up and to stay in that mode or you all will report this to the landlord as a health concern....if you even can consider it as such.

Why did you feel the need to mention that he is a "Black guy" Firstly, your tone sounds prejudiced and stereotypical. Just sit down with him like the mature guy you are and politely and with compassion and grace and let him know that it is not working out. However, perhaps it may be best to let him know what are the things that you do not like and give him another chance (that is what mature people like yourself would do) as I am sure that you have ways and habits that annoy him as well. Talk it out respectfully, and if there is no room for change, then politely let him know that you may not be best suited to live together.

Don't be so weak... have a apt meeting and talk to him about his dirty habits. Since he is on the lease, you don't really have a leg to stand on.. you either wait it out or man up and talk to him. What are you afraid of.. does it really matter that he is black? All of you live there...

Hand him a list of the complaints you just listed.
Tell him he has 4 weeks to get it turned around or the three of you are going to pack him up and take his stuff back to his moms.
Mom lives far away?
Set him up with a storage cube. Whatever. You can all chip in and cover the first month.

if he is on the lease there is not a lot you can do, it's technically his place since his name is on the lease so he can do what he wants, maybe the three of you all should just go find your own place..not sure what the color of his skin had to do with the face he's a slob

If, as you say, he is on the lease - there is no way you can get him to leave, unless it is voluntary. It would be easier for all of you to get another place together.
