Get a camera.

Take some pictures.

Seriously, though, contact your school newspaper, most colleges that have shool papers are always looking for photographers. It would be best if you had your own equipment, but I know that some school do have "loaner" cameras.

The other thing I would suggest is that you take some courses in photography. While not absolutely necessary, a photography class will help you improve your craft.

If you're still in high school, apprentice yourself to a local professional photographer. Take correspondence courses from the New York Institute of Photography. Read photography magazines and books on photography.

I agree 100% with starting with a film SLR. The Pentax K1000, Minolta SRT-202, Canon FTb would all be good choices. A 50mm lens will be all you need for now.

1) Get the best camera + other equipment you can afford.... usually made by Fuji, Nikon + Canon.
Read the reviews @ http://www.steves-digicams.com

2) Always keep your lenses clean.... use a proper brush + lens wipes to do it so the dust doesn't get replaced with grubby finger marks

3) Check on your progress by regularly sticking stuff up for review @ http://www.thephotographersworkshop.com (I use the same "jduck1979" screen name there as I do here).

4) Get to know how your camera works as best you can

5) Take your time to frame up shots... unless of course your trying to snap a once in a lifetime moment, like a fast moving race car crossing the finish line, or the winning goal in the Soccer world cup.

Work with a film slr exclusively for a few months. It will teach you patience as well as all sorts of functions that are automatic on digital.
