Only the IRS or state tax system can require you to pay bills over 15 years old. With a few exceptions like child support, criminal restitution cases, student loans, and a few others. Look a bunch of collection agencies recently have sprung up trying to collect on really old debts. Even in cases where the actual bill was paid. It is a scam. Do not pay them anything, do not agree to pay them anything or the statue of limitations will start again. Simply tell the collection company the statue of limitations has expired and if they contact you again you will call the authorities and your attorney. It is against the law to collect on debts that have expired the statue of limitations. You also can not sue someone once the statue of limitations has expired.

It really depends on what kind of bill it is and what state you are in. The statute of limitations (SOL) varies. The SOL is an affirmative defense if you are sued. This site has the SOL for unsecured credit: http://www.ncfsi.com/statute_of_limitations.htm#top
If this has been put on your credit report, you can dispute it as being more than the 7 year reporting period. Collection agencies can not re-age negatives.
If the collector is just calling trying to collect, they can keep doing that till you send them a cease and desist letter. It probably is beyond the SOL but if they do sue you, make sure to show up. Otherwise, they will get a default judgment and you will have to pay.
Of course, if the debt is yours, you could do the moral thing and pay it.

It depends on the bill, if it is secured by property you probably
do.... if not dispute it with the credit bureau and the company has to provide written proof that you owe it if the dont have written proof the bureau will remove it from your credit

If you have a bill, why not be a responsible citizen and pay it? If they wanted to, they can take you to civil court, then you'll be paying...and then some.
