It depends on the kind of program that's being presented, who you are welcoming, and what kind of a welcome you want to give.
Welcoming presentations are pretty simple. Wait until everyone is seated and comfortable, welcome them to whatever program that's being given, introduce yourself (if you want to), tell them one or two things about what they're going to see or hear, tell them what you hope they'll bring away from the presentation, say Thank you, then go and sit down and let the presentation begin.
An example: Good evening. Welcome to First United Church and to this presentation of the gospel in song, featuring our choir under the direction of Dean Smith, accompanied by our organist Jeanine Walters, and featuring our guest soloist, Luciano Pavarotti. As you'll note from your programs, we'll be presenting a selection of hymns, both old and new, as well as popular pieces by Leonard Cohen, Robert Zimmerman and Judy Collins. We hope you'll find a blessing and inspiration from the music and the words you'll hear tonight. Thank you.

It sounds like you mean they are opening it up to all comers, but I suspect not - we atheists are almost never invited to speak in churches, they are afraid of us (UUs excepted).
