and i am not referring to liptons cold brew i am referring to the average tea bags that are to be brewed in boiling water, will it work if so are there any nutritional differences

As everyone else has said, seeping tea in cold water isn't a good idea because... well... it won't really seep properly. I don't know about you, but I don't like waiting for days to get vaguely tea-colored/flavored water. Use hot, barely boiling water and let seep several minutes. If you want to keep the concentration, use a little boiling water to do the initial seep, then finish off the rest of the normal water amount with ice/ice water after you've taken out the bags/leaves.
As for hot tea vs. cold tea, I do remember reading something about some nutritional benefit gone to waste because of cold tea. I don't think the difference is significant enough to worry about, but I would recommend drinking your tea as hot as you can without burning yourself or causing lasting discomfort (sensitive teeth=personal experience=unpleasant).
Then again, iced tea is more versatile and some prefer it cold...

You will probably get really diluted tea and waste your tea bag.

Even when making iced tea, the tea is brewed with hot water, and then lemons and ice added to the mix.

If that's all you got and you just have to have coffee, sure. Are you talking about instant or brewed? But hot water from the tap is kinda yucky it has sediments in it from the tank that are not good for you.

Brewing is the process of extraction of oils by heat.
These are what produce the flavour, & the caffeine.
Cold water will basically do nothing useful for you.

YES -- you can steep tea in cold water but you have to leave it overnight. I'm not sure if there are any nutritional differences or not.

nutritional values in coffee and tea are mainly in the milk or cream and sugar that one adds.
Tea will infuse much better with hotter water. It will take MUCH longer to get something that has the taste of tea by using cold water with the teabags.
