There are 6 basic plans for Kingdom Halls. Some have windows, some not. They are built in 4 days with almost all volunteer labor. JWs from all around come to help out. The uniform plans allow for a fast build. Sometimes it is conditions around the Halls. Crime must be considered. There is not much inside. No gold or precious metals nor large supplies of cash, nor expensive anything really. What little there is inside, we prefer to keep undisturbed.
Really, that is all there is to it.

It is because most Kingdom Halls are 'quickbuilds'. With all the labor coming from voluntary labor.
For economy and simplicity, the halls are mostly designed without wondows for several reasons.
First of all, windows waste heating and cooloing energy.
Second, they require more labor to frame, vapor barrior, and maintian.
Third, they are prone to breakage.
So, in the interest of producing cost effective and practical buildings, the Kingdom Hall designs typicall do not include windows.
Jehovah's Witnesses, are not concerned with making buitiful buildings to show how great they are.
They are only concerned with providing practical structures to gather and receive instruction.
I was part of a quick build several years ago, and it was the most amazing thing I had ever seen. Over 300 people came for a feww weekends, and built the vertical structure, voluntarily. I know so many people mock these people, yet, the kind of unity they have is nothing short of astonishing.
Apparently, they also do all the maintenance and landscaoing upkeep with volunteers.
You know, if the rest of the world did things like this for each other, a new home would not cost 400,000 dollars, and everyone would have one.
Oh well, sad that more people do not take the lead of the JW's as an example.

I am a Jehovahs Wittness and have met a lot of people who have wondered the same thing. We do have a lot of Kingdom Halls that have windows, many of them were built without windows in some cases to protect against someone smashing the windows open and breaking in. I think you just haven't seen the ones that do have them. I am one of Jehovah's Witnesses and our Kingdom Hall definitely has windows. :)
I don't know if this is the case, but as a thought...if the Kingdom Hall in your area was often a target of mischief then perhaps they opted out on the windows when they built?

ours used to have windows in the 70's. when the time came to remodel, the windows were removed. they were being vandalized. ever notice that the zoning laws put houses of worship in the seedy parts of town? we have one that's in an okay area now, but 'downtowns' usually have many churches.

ours does, but some dont windows are very distracting and when was the last time you saw a church go up in three days.we dont have churches ours is the kingdom hall good question thoooooooooo

Because it is hard to break a window that isn't there? A lot of folks are really upset by them for some reason. JW's I mean

I don't know. The two in my area don't and once when I asked this question, the JW had a fit. I hope you get an answer, it is interesting to find out why.

The reason for this is that they are all closed off to new ideas and input from spiritual energies which in time will be their downfall.
