how can people reduce the the damage of a volcanic eruption

Easy, don't live near active volcanos. Its common sense!

We can't. And if we could, it would be impractical and outrageously expensive.

If you're close to a volcano when it blows, you're either dead from the heat, toxic gases, or suffocation from getting buried in dust.

One idea MIGHT be to try to drill around the base of volcano in an attempt to release pressure somehow, but like I said, that would be outrageously expensive, not to mention outrageously dangerous. And practically impossible.

You might be able to reduce the long-range damage of a volcano easier, though, if you found a way to keep the ash from spreading over a large area. But the ash from an eruption gets sent up very high due to the high temperatures, so it would be difficult and dangerous to deal with. If you could somehow make it rain or control the wind, maybe you could get a handle on it. But if anyone has figured out how to control the wind, it looks like they're keeping the secret all to themselves.

Wait, I got it... you could get a really big mosquito net to surround the volcano, reaching 30,000+ ft into the sky, held up by a bunch of hot air balloons & the net would hold all the ash within a couple miles of the volcano. Ok, now I'm being completely sarcastic.

Trust me, the world has bigger things to worry about.
