If you are talking about Adobe Photoshop, they do have a free version, but it has very few features. You can download it at adobe.com
Or you can get this http://www.photo-toolkit.com/ , it's freeware, has lots of features, and is user-friendly. No spyware with downloading from this site.

You can go to adobe.com and download a free trial version of PhotoShop Elements 5. If you like it, go to amazon.com and buy it for $64.99 USD which includes free super saver shipping. Elements 5 includes much of the larger version and may do all that you need.
If you need some of the advanced features of PhotoShop CS3 you will need to buy it for the big bucks.

If you're a student look into academic discounts. If not, download a free alternative like GIMP or Paint.NET.
