You sound insecure and unsure of yourself, that's why you keep looking in the mirror, because there is still something you're looking for. You are not vain.
We always think that people notice everything about us. The fact is they see and remember very little. They remember the bad things, so if you want to stand out and be remembered develope one of these : greasy hair, smelly breath, bad BO.
I would concentrate on being natural and yourself rather than going all out to look a million dollers to go to the corner shop. Victoria Beckahm said this "its exhausting being fabulous." She knows, she always looks fabulous and now she wishes she could take a day off.
Take all but one mirror out your house and feel good about how you feel inside. Play some uplifting music. Mozart is known to be uplifting. Change your priorities to feel good and then looking good will follow.
Make a point of never leaving home unless you feel fabulous inside. That's where real beauty comes from. Your mirror will pick this up

"So what?" is my cure when I'm occupying my own thoughts too much. Yes, I am really beautiful today, so what? I am not so pretty right now, so what? What difference is it going to make in the world if I have every hair in place? None. What difference is it going to make if I don't? None. Get a handle, as best you can, on your real place in the whole world. It's called 'perspective.' Whenever you catch yourself thinking of yourself (good thoughts or bad, it matters not, you're still focusing on yourself) deliberately think of someone else. If you're Christian, pray for someone you know who needs it. Think of someone you know and think of something nice you could do anonymously to help that person. Put others first, truly, from your heart, and you will be less focused on yourself. You'll also be happier because you won't always be thinking of yourself.

The best way to cure your "illness" is to take note of who you are on the inside. Unfortunately, we live in a very vanity-driven society, however, that doesn't mean that you can't be yourself and look different. What's more, good looks are fleeting. You won't always look good or the ideal way. And remember, people's preferences differ greatly. One man's maid may be another man's queen. With that said, there are going to be days where you feel you look as plain as can be. But, if people can accept you when you look that way, then those are the people you want associating with you. Hope I came close to answering your question. Take care.

Ah, you have become the victim of materialstic american ideals. I would suggest doing something humbling, that will get you back in touch with reality. Volunteer for a homeless shelter or some kind of organization like that. Go to the "other side of the tracks" and see how the other half of society lives. When you realize the world doesnt revolve around you and that no one that matters really cares how you look, then you will change.

Change what you are vain about.
Vanity has its place.
For example, keeping a clean house.
Keeping yourself neat.
Focus on more things that might be important to you.
Become vain about helping others.
Become vain about your self-confidence.
Become vain about your spirituality.
Help others to become vain.
Some people never realize that is how to be neat.
So while you are focusing on someone else your focus will no longer be on just yourself.

Get your hair cut short, really really short, I mean #4 clipper length short, so short you don't have to comb or brush it. Without hair, you'll spend less time on your appearance.
Works for me (my avatar shows what I looked like when I was 13 years old, about 35 years ago).

If you want to see who you are not, just look in the mirror.
