I'm not sure that there is anyone out there building exclusively earthships. If there is one, he can call himself what he wants, cause he is probably the only one.
The short answer is a regular home builder. Any qualified builder should be able to construct the home given proper plans to work from.
Lets talk about how you would go about it, in general. First, you would have to get someone to design the building and check the engineering, that the materials were strong enough for the building.
Then, with plans in hand, you head to the local building inspectors to get them to approve the design, This could be tough in some areas. There are national codes, state codes, county codes, town codes, and once inspectors get used to certain way of building, they are hard to make see the light of new methods, and materials. Someplace like Vermont or Oregon would more likely approve it than more conservative areas of the country. If you get your plans approved by the inspectors, then you can shop around for a builder. Go to any builder in the area, show him your plans, and tell you want him to bid on the project. He must build just like the plans say. Set a date for all bids to be in, then on that day, open them. Choose the one you like best, not only lowest price, but talk to the builders and take the whole person into your choice, not just the price.

If you wanted to point your own career in to a direction where you design/engineer these kinds of builds, you want to be an architect or architectural engineer... something like that. Most likely you would have to build up your career with experience towards this type of specialized buildings. These people also build/design any slew of other types of buildings.
