It rains in the winter time, like it would snow in other parts of the country(its not cold enough here for the rain to freeze). We do get snow rarely though

A few years ago in the spring it rained about 36 inches here... yes it does rain quite a bit.
Let me break down Southern California's seasons:
Spring: partially cloudy and raining
Summer: uncomfortably warm
Fall: pleasantly cool
Winter: overcast with scattered showers
Then there's those not uncommon days that go completely against the season... like when it's sunny and hot on Christmas morning or when it's cloudy and cool in August (like today).

Are you referring to the song? I think it's supposed to be referring to the fact that the image of Southern California is always sunny and perfect. The next line of the song explains that this is not true: "It pours."

We have not had measurable rain here in 18 months. When it does we rejoice...'.It never really rains in california but girl dont they warn ya when it pours, man it pours.'..
