what r they actually for and is it an idel item for training ?

They are a high pitched whistle that only dogs can hear (or animals, I'm not sure). But humans cannot hear them. Some people use them, but I wouldn't. My vet said that the pitch of the whistle hurts, so the dog pays attention. A regular whistle or a clicker would work just as well for training.

We use whistles constantly with our retrievers in the field.
Fundamentally a single blast on a whistle means sit, and a trill means recall. Through the use of the whistle and hand/arm signals we can cast the dog to any given spot that we want (where the bird is laying on the ground)
The Gonia whistles are the standard.

At one time they were used by shepherds to summon the dogs without startling the sheep with a sudden sound, but over time they'be become a devise to annoy neighbor dogs. You can use it for training if you wish but be aware that some whistles sound to them like feedback sounds to us.
