I currently have a car insured under my name. I have one roommate got an international driving permit. he is 16 years old.

Let say he wants to drive my car and suddently got into an accident. whats is going to happen with my car and to my self?

do they give a record into my driving record?

for a note here he doesnt have a CA driver's license.

oh as a note he is a foreigner and currently in the college. Isnt it a foreigner status? holding student visa.

Only works for fereigners, you can't use an international drivers permit in your own country to sidestep the local rules.

He's too young to drive here isn't he? Even foreigners can't get round local rules. The only exception I can think of is age of conscent, where someone is legally married elsewhere and visits a state where their spouse would be under age, they don't get arrested as rapists.

You'd have an insurance issue, but that should be it.
