I weigh 125 pounds, and no matter how much I eat I can't gain weight. My mom is skinny also. But is that underweight?

You have a normal BMI so it really is not necessary for you to gain weight. Go here, enter the information and see for yourself:

If you still want to gain weight, consider gaining muscle mass instead. To do that, do some weight training.

If you don't want to do weight training and think you are really too thin, try drinking a high caloric beverage one to threes a day...such as Ensure. This would be healthier for you than over eating or consuming unhealthy foods.
