Well find some mechanic that will check it out. It truly depends on the depth of the check. If you are checking the engine compression, checking for oil leaks, fuel pressure, that can take longer.
Also it helps just having an ear. For instance, listen to the engine idle. You can hear valve overlap, you can literally hear the age of the engine.
Also ask the owner questions like, "have you every changed the oil? Blah blah and it should be rather easy to see if the man is lieing.

You generally can expect to pay about $100 - $200 for an inspection of a used car by an expert mechanic. Given that you're looking to spend many times that amount on the car, it's cheap insurance.

Are you wanting it checked over before buying it? I don't think they charge for that. But, then at the same time, if you're not going to have any repairs done the mechanic has spent his time on going over your car and deserves something in return. So, I don't know.
