I'm 15 (sophomore), he's 17 (senior). We share french together, but have never had a conversation together. We have no mutual friends. All he knows about me is that I listen to the same music he does.

We pass each other in the hallway often, and I can tell he notices me. I'm always too shy to say hello though. I know he doesn't have a girlfriend, and that he didn't go to the Winter Ball with a date. Considering the above, should I go ahead and ask him to a dance?

Sure, why not. It's a fascinating way to meet. Dancing can be a great ice breaker for some people (a toe breaker for others, as I cannot dance).
