After London, Birmingham and Manchester would you rate Newcastle as the country's 4th city?

Yes it has great night life, the Bigg Market, the Quayside, St James Park, the Gate, Millenium Bridge, Tyne Bridge etc

It use to be Birmingham second to London, but it is now Manchester.
