I am wondering what "I do not think so" means for months as it seems that many people now use the phrase. Does it simply mean that a fact or an event is really unlikely to occur in the future or is it expressing uncertainty? please let me know.

It is a sarcasm emphasising mock shock horror that it will not happen. Whether or not the event will happen or not we don't know. I

Most offen, in my experience, it means they are too lazy to educate themselves in order to make a more enlightened comment about a situation. Otherwise, people would be more definitive in ther statements. Of course, somtimes people are simply uncomfortable going the additional step conversationally. The only way you will ever know is to respond with the question, "Why?"

It means the speaker is contradicting with the other person. It may be present. past, or future depends up on the situation.

Maybe the person who says so, just simply avoids saying '' No'' ? It depends on the situation , on the person, etc....
