and if someone runs a 4.4 - 4.5 40 what should they run in the 60 , hand time or electronic doesnt matter

Cross multiply x/100=7.1/60
x=11.83 seconds (assuming that they run at
the same speed in the 100 as they did the 60)

x/60=4.4/40
x=6.6 seconds to run the 60.

Assuming a consistent average speed, the 100m would be between 11.8 and 12 seconds. The 60m time would be between 6.6 and 6.75. The actual time will vary depending on a number of conditions. There is, for instance no guarantee that a runner will continue afetr 40m or 60m. The starting velocity will be different from the everage velocity as it will take some time to reach a particular speed and effort to maintain that speed.
