Yes.
We have basically two classifications. A Godparent can be of any faith, Christian preferably. A Sponsor is usually required to be a member of the same Lutheran Synod.

Catholics I think are not choosy.They don't have restrictions like other religions.As to your 2nd question, only the rules of the Lutheran church can answer that.

I as an atheist am godparent to two children. It rather depends how seriously you take the religion stuff compared to the really rather practical stuff of what happens if there really is an emergency where an unrelated adult might have to step in.

part2....Of course not. The minister will not ask them to sign an affidavit. It's just a symbolic ceremony and restricting participation to anyone would be rude and destructive.
