Well, remember that the Lord was speaking directly to the Israelites who were in captivity down in Babylon. He promised to bring them out of Babylon and back to Jerusalem.
It certainly is permissible to lift this scripture from its context and historical setting and apply it to one's life today - but be careful.
Perhaps God wants us to think about and apply another verse in the same chapter:
"I will send war, famine, and disease upon them and make them like rotting figs..."
ya see what i mean? What gives someone the right to "lift" one verse and neglect another? answer: God must make a verse real to us and apply it to our hearts. some times He might want to send a verse of hope and comfort - but other times He may want to send a message of rebuke and warning.

All of these believers insist upon taking the smallest quote they can find, strip it of all context and use it to mean something it was never meant to.
You should realise that you are committing blasphemy by misquoting your Bible when you quote mine it.
It is one of the more serious sins.
