I will suggest a cockatiel they are around 60-90$ but they are truly the best bird on the market .budgies don't relay bond with their owners and canaries are boring.cockatiels are very entertaining and pretty easy to look after.Although you must give them attention regularly.Don't go out and just purchase one tho....
I recommend that you find a hand raised cockatiel and before you buy it hold it first so you know it is hand raised.Males are the better ones to get hold of as they can learn to talk and impersonate humans the most.The next best bird I guess will be a budgie but again get a hand raised bird and give it a lot of attention and again males are the best.

I think a spice finch would be the least expensive. They're cute, hardy, and require very little care from humans. The food, toys, bird, and cage come up to $70, way less expensive than many other birds.
Spice finches make tons of noise in the morning, but otherwise they're pretty quiet.

It all depends on who much money is too much. If you want something that sings and is from the area.. Canaries are from So. Africa.. and they sing beautifully. Something that talks.. Cockatiels, parakeets, quaker parrots, conures, .. those are the least expensive ones.. The more expensive ones are like the Macaws, cockatoo( they have the bigger ruffles on the top of their head), and the African grey parrots.. but those are also the more intelligent ones and are more likely to speak more than the others. Good luck hopefully you find something you like in your price range!

If I was a bloke I'd say all birds were expensive.......In reality a Cockatiel takes a lot of beating........its small, can talk, friendly and easy to look after.

Budgarigars are the way to go! They are reletively small (only 7 inches long), They LOVE to sing, and enjoy being interacted and played with. I have a pair (Tin-Tin and Perth), and they're easy to care for. So if you want a tiny friend to play with, these guys are what you want!!!!!!!!!!!!!!!!!
