You have to demonstrate that they are dependent on the sponsor for at least 50% of their support. The form will be available at your base finance office.

To enroll anyone other than a direct dependent (spouse or children) in DEERS you will be required to prove that you are providing more than 50% of that person's income. You will need to get command approval to add them as a dependent before you can enroll. The best thing to do is to contact your commander or the family advocacy office on your base. The process can take some time and will require a fair amount of documentation, so the sooner you begin the process the better.

Go to deers, they must live off of you 50% either by money or by housing wise, they ask you for their income,thir health records etc. We tried getting my father in law on our deers due to the fact he is very ill and we cant get a compassionate move...after doing all the paper work, my father in law changed his mind. Also your parent will not be treated the same at the medical treatment facility...they get appointments after everyone else such as spouses,children and soldiers, then th parents get them, some MTF's wont even see parents they have to go to civilian dr.'s. Dependent parents and parents-in-law may receive care in a military treatment facility (MTF) and may enroll in TRICARE Plus when space is available at the MTF. Dependent parents and parents-in-law are not eligible for TRICARE Prime, TRICARE Standard or Extra or TRICARE For Life, but they are eligible to enroll in the US Family Health Plan, a Prime-like option available in six geographic locations in the United States. Remember you must go to DEERS to enroll you parent, they will provide you with all the necessary paper work

you must prove that they are unable to survive on their own, by providing at least 50% of all of their living expenses for a period of at least 12 months. then you ask your chain of command for the proper paperwork.

Keep in mind that it isn't really a large benefit.,. to you or them. they only get Space A privileges with Medical, if you are already married there is no increase in any pays or allowances, and all you get housing wise is the extra bedroom entitlement.
