There are certain schools of thought or sections of Muslims that do believe what the arab' person told you. These views could be referred to as a minority view.
However this is generally not an accepted view amoungst the majority of Muslims.
There is also a saying that that person which calls another person a kaffir' is the one that is not a believer i.e no one has the right to judge another persons faith because only God knows what is in the hearts of everyone.

I don't think this is necessarily true. I do know some people who don't pray regularly but are definitely Muslims.
Prophet Muhammad (God bless him and grant him peace) called salat (the formal five-times daily prayer) the single thing that is characteristic of Muslims. Only Muslims offer salat. If you see someone offering salat, you know for sure that s/he is Muslim.
Each person is at a different stage on the Path, and it is well known that people become more observant of faith as they mature. Living is a learning process.
I know several people who pray now and who didn't before. If someone had told them then that they were kaffirs (non-believers), maybe that would have upset or discouraged them so much that they might have actually become kaffirs.
Anyone who says, and believes, "God is One, and Muhammad is a prophet of God," is Muslim. It's between the person and God.
By the way, "kufr" means "disbelief" and "kaffir" means "disbeliever." However, the word "kaffir" has been used differently in other contexts.

Yes, one can be a great Muslim without praying 5 times a day. Sometimes it's just not practical in our busy world. I knew someone who combined them all to one time!

To my knowledge, only those arabic peoples born within a certain proximity to Mecca have to pray 5 times, others must pray whenever. A Shite told me this

not Muslim...but have heard..that the 5 prayers a day is crucital. there are exceptions... but not sure what they are. you should ask a mosque priest. he would know. good luck to you.
