Also, your cat will continue to urinate in that area until s/he can not smell the urine anymore; cat urine is a very hard smell to get out and most of the time you need a product made specifically for that purpose (bleach isn't always safe for the rug or the cat) so here's a couple links to some products that might help:

Now, cleaning the rug may stop the cat from urinating there any more however if the cat does not have a UTI then you still need to find the cause of the cat urinating on the rug in the first place otherwise your cat will find another place away from the litterbox to do his/her business. Perhaps your cat dislikes the litterbox placement, dislikes the type of litter you use, or maybe the box isn't considered clean enough in the cat's eyes: whatever the problem is, you have to go to the source and solve it otherwise you cat will continue to urinate outside the litter box.

This may sound crazy but it usually works. Cats don't like to pee where they eat. Put the food and water in there and don't put any food or water out anywhere else in the house. You will have to leave it there a couple weeks. Maybe a little longer. If you can, take the rug up while you are feeding the cat there. Cats like certian things...meaning textures...to urinate in or on. You might have to get a different throw rug too. I have a cat that loves to pee on my rubber backed bathroom mat but wouldn't think of peeing on my cotton throw. Some cats are quirky. You might just have one of the quirky ones. But really, the food thing works. I've done it myself and it beats putting a litter box there.

Seriously, what I've discovered with research is that cats will urinate pretty much in the same place every time. I've stopped my cats (all 3 of them) from pottying anywhere but the cat box by cleaning the area they last pottied in. In the case of your throw rug, wash it well in hot water and add bleach (if the rug can handle it) and/or add Febreeze. Anything to kill the smell because that is what attracts the cat to that location.
I had a cat that preferred my bathroom sink, until I poured bleach down the drain... about 2 cups. (Run water through the drain first...ALOT as the bleach will react violently with the ammonia in cat urine...trust me... the fountain that comes back up your sink is not pleasant!!)
Another one of my cats liked the bath tub to poopie in. Bleach down the drain and he hasn't gone there sinse.
Carpeting: scrub well with laundry soap (about a heaping table spoon to a couple cups of water) and spray heavily with Febreeze, around and on the spot. Bleach is a no-no on carpet.

You have not washed the rug enough to get rid of previous urine smell. Get the rug cleaned thoroughly but do not return it straight away. If you observe the cat going to that place to pee use a water pistol to deter it until it goes in the proper place.

Wash the throw rug twice in the washer, and use soapy water to sponge down the floor that was underneath it.

I know its weird but i heard if you sprinkle Cayenne pepper it works to keep them away. But good luck ( I don't know if i spelled Cayenne right)
