I agree with 'mememe' Pureology shampoo and conditioner are excellent. I have used the conditioner before and it worked wonders on my super curly hair. As for getting her hair healthier here is a tip I got from my hair stylist. Have her shampoo her hair and when she conditions her hair have her go sit in the sun for 15-20 minutes before she rinses it out. Wrap her head in plastic wrap. The sun helps the hair which helps the hair follicle open up and take in more of the conditioner. When she rinses her hair she should use cool water, this helps to seal the hair follicle and makes it shinier and healthier looking. She should do this deep conditioning like once a month at least. Also when she washes her hair she should leave her conditioner on at least 3 minutes. I usually shampoo my hair first and leave the conditioner on while I do everything else and then I rinse out the conditioner last.
As for the perm she should probably still wait for awhile because if her hair is super damaged it will probably break off when it is chemically treated.
One question though? Is her hair damaged all over or is it just damaged on the ends? I know that is where my hair gets most of its damage. It usually looks a lot healthier if I get a trim. I hope my answer helped! Good Luck and God Bless!

Yes it is funny how all of the above people including Baby Guh dont know "shyt" about hair. A "Japanese Perm" is a chemical straightening technique. You need to moisturize her hair before you get it done. Her hair needs to be mostly healthy....Pureology Hydrate shampoo and conditioner are wonderful products (somewhat expensive though, about $25 each), or someother none cheap brand you get a a beauty supply store (NO GROCERY STORE PRODUCTS). Once her hair is healthy again there is no age limit to getting the service done, but I want to let you know the service is pretty expensive, usually starting around $200 + up and you have to keep it up other wise the middle of her hair will be straight and her outgrowth curly. Consult a local stylist about there pricing and their opinion on the health of her hair.

get anti-frizz serums to calm down her hair. And there's not age limit to perms as long as you approve it. I wouldn't recommend her getting a perm now, since she's already damaged it. Let it grow out a bit, and work more on the frizz with frizz products. Try Bed Head and ultra moisturizing products. I really like using Sunsilk's beyond brunette hair products. They also make it for blondes. Buy the shampoo, conditioner and color boost. It'll make your daughter's hair very shiny and smooth.

If her hair is in bad shape, a perm would make it worse. A stylist wouldn't even do it.
Buy salon shampoos and conditioners and go in and have a deep treatment done. It is pretty inexpensive.

Deep condition her hair every 2 weeks, her hair will be manageable.
Also try some Indian Stores for oils you can put in her hair everyday, it won't make her hair look dirty.
