the AK and its variants and probably the best for the price becuasee they are made so cheap and the 7.62 has a big punch.
but if you are talking quality i would say H&K which is a german company. The MP series is one of the most used weapons in the world in everything from law enforcement, military and special forces.
but becuase it is not cheap there are less sold than the AK series.
The H&K is more dependable more accurate than the AK.
as for those knocking the M-16 although it had a rough start (vietnam) it has really come out as an outstanding weapon and its variants have done well also
The best part of the M-16 is the 3 round burst. for those wanting uzi and others like it. Well they obviosly never been in combat. a fully auto weapon is hard to control and waste ammo. the 5.56mm round the M-16 uses is small but effective. producing casulties is far more important than creating deaths in alot of cases. causulties have to be tended to tying up people. More ammo can be carries at less weight. plus when it is coupled with other weapons that fire the 7.62 or bigger its a moot point

The American M16 and Russian AK are the best known assault rifles. Which is superior depends on who you talk to.
The Israeli Galil is based on the AK and the South African R-4 is base on the Galil. Chinese assault rifles are copies of the AK. I have talked to Australian soldiers who love their Steyr AUG rifles.
Beware of certain "experts". I am no gun expert, but I once heard someone say the AK was so much better than the M16 that American troops in Iraq were picking up AK and tossing their own rifles, as they both used the same ammunition. Unfortunately for that story teller, I do know that the AK-47 (7.62mm) or the newer AK-74 (5.45mm) can not use the 5.56mm NATO rounds that the M16 does.

A poor country will take the AK-47, while a rich one will take the M-16. Why?
The AK-47 is very cheap and very durable. Seldom jams, and will always shoot straight. But the recoil will throw you off if you fire in anything other than short bursts.
The M-16 has a better range, is slightly more powerful, and is more accurate. But, it requires a lot of care, (Cleaning), and the gun is not cheap to produce. Also, it takes more training to master the M-16.
So, for the US, with no draft, and lots of money, the M-16 is the obvious choice. But, for a poor country, China, Iraq, Iran, and other countries that require a draft to fill the ranks, the AK-47 is a far better choice.

Our M16 is overhyped and flawed. it jams and its big and bulky and its ammunition is small compared to the tried-and-true M14! The M4 is just a smaller version of the M16, although it performs slightly better. For the most part we make cool assault weapons. Don't forget the 50 calibers!
Israel makes cool and gangsta weapons from the Uzi to the Galil and the Tavor. We need to import these weapons en masse!
China, who knows who cares, they copy the AK..
Russia and the AK family! The AK, AR's are Awesome!!!
Europe makes great weapons, they always have. With most of their weapons you can't go wrong. The new MP7 is cool and Steyr is one the best bullpup makers in history!

My personal favorite has always been the Israeli Galeil. It is almost as accurate as the M 16 but it is almost as reliable as the AK 47.
The M 16 and its variants are great rifles they demand so much attention. In Desert climates all you do is clean, clean, clean. But it is very accurate for close quarters and it is easy to shoot with almost no recoil.
I love the AK 47 and its variants. When you pull the trigger it almost always goes bang. This is great for when you have people with no education and no culture of preventive maintenance using the rifle.
So I guess the real answer is that it depends on your situation and personal preferences, but these three are my favorites.

I'd probably say Israel, because they see evidence of terrorism as a part of daily life.... some car is always blowing up or something...
so I'd say they'd probably make the best assault weapons to deal with terrorism....

I think Israel makes the craziest weapons:

Germany. Example: MP40, the most sought after weapon in the world. Russia would be next. AK47, used by our troops in Vietnam and favorite. The US M16 was made by Matel, a toy company! M1, M14, M16 - junk. If a quality weapon is what you want, your best bet is not to get American-made.
