i am a current navy recruiter. it is very hard, almost impossible, to go active from the reserves. mostly because the navy is 130% manned on the active side and about 80% on the reserve side. so the navy is really pushing us to recruit reserves. but don't think your recruiter is BSing you. it is EXTREMELY hard to put a prior navy vet back into active duty. maybe 40% are qualified enough to get back into active. there is good news, you were in the navy so you know how godd or bad advancement would be for ratings would be like a rollercoaster, they go up and down due to manning levels. well the reserves are the same way. right now we are undermanned so the navy is pushing us to recruit reserves heavily, but soon the reserves are going to be over manned and they will start approving chits( dd-368 conditional release from reserves) like crazy. if you are very qualified (medically, ht/wt, no civil, low dependants, low tats, undermanned rating) then you have a slight chance to get back in with an ECM waiver. If you ARE really qualified then hopefully he is not being lazy or letting the pressure from the higher ups get to him. his intentions are most likely pretty good. good luck. message me back if you are in the DFW, TX area and want more info.

Navy Reserve To Active Duty

I don't know what the process is, but I have heard several different stories.

If you are currently IRR, I have heard you can reapply for active duty. I paraphrasing something that Admiral Cotton said a couple years ago.

If you go through the Reserves, you can request permanent transfer to the active duty Navy. You can join the Reserves and request to be activated, but then you will serve with a mobilized Reserve unit, which is temporary (about six to ten months).

Talk to the Reserve recruiter at the closest Reserve Center and ask if you can contact their personnel department. They should have the information that you need.

going directly Active again is gonna be tough, VERY few prior service are being taken back, unless their MOS or rating directly fills a slot that is critically overmanned. So if you were say a PS in a former Life, you aren't getting back in.

going Reserves first is also gonna be an uphill battle. the Reserves is way undermanned, while the Active side is at capacity and overmanned for the most part. very few reservists are being released to go Active.

nearly impossible. the AD side does not take PS.. and Reserves is considered Prior Service. the ONLY way to have a decent shot is to do ROTC while in college and request AD when you commission. most of those requests are granted.
