If he keeps running in college then I believe he can break 4, he should shave off seconds this year and a few years into college (2 or so) I can see him breaking 4, but when you're running at that speed, that's when your genetics are gonna really factor in.

There is a big difference in 4:32 and a sub 4:00. There have been a few high school runners that have run sub 4:00. He has 2 years to take off 8 seconds per lap. As you get faster it becomes more difficult to reduce your times. It is a matter of percentages. I have seen many high school boys run 4:20 or a little faster, but I have never seen a sub 4:00 in person.

I doubt it. If he was close to peaking he might not even break 4:30. Breaking 4 would be amazing.
