what does this mean? the bible quote like ask and u shall recive or what? to you? whats your opinion?

It is now used when someone is trying to tell you that they would be pleased to help you if you ask them nicely/properly.

In other words it is a way of saying "I'd be happy to help you"

e.g. Can you help me with this Math question?
Ask and ye shall receive.
