1. Business buying goods for resale can get goods without paying sales tax. For this they have to give their business information.
2. Certain organizations are tax exempt.
3. If you are not a U.S. resident or citizen and if you buy goods for export (taking to a foreign country), then you don't have to pay sales tax (GST).

Some organizations are eligible for tax exemption - for example schools and public libraries. Items purchased for those are tax exempt which means they don't pay sales tax. Also, a business buying for resale wouldn't pay sales tax on their purchase of the items they are going to resell, although they would for items they are going to use in the business and not resell.

An immigrant or a visitor to the country would pay normal sales tax, so I'm not sure about the couple from Russia unless they were buying items for resale or for a tax-exempt organization. Places like foreign embassies would be tax-exempt, so that might explain the ambassador.

An organization eligible for tax exemption receives a form from their state detailing why they are exempt, and shows this form when making tax exempt purchases - it can be revoked and the buyer can be in trouble if they use the tax exempt form for purchases that are not eligible, like for personal purchases. Wal-mart has the person show the form at customer service, then issues a card to be shown at the register to get the tax exemption - at least that's what our local Walmart does, I assume that's corporate policy.

Generally, ambassadors from other countries get a sales tax exemption for everything they purchase. Sometimes, the exemption is capped at certain dollar limits.

I'm an electronics department manager for wal mart, I've been with the company for 8 years now. They get tax exempt fbecause some are small businesses, that will resale the product. Others are charities, or other organizations that have to apply for tax exempt. They can only buy certain merchandise related to their business or use for their charity. Get with your store manager, he or she will explain it to you better. Your CSM should also know or your front end Assistant
