In Photoshop, an animated GIF is typically a GIF with layers - each layer is a frame of the animation. You may need to tweak out the settings of Photoshop to prevent it from "flattening" the image to a single layer before saving it, perhaps with an option "Save As Animation..." or something similar (I'm not a photoshop user but I use a program similar to it where this is how it works).

agentdenim is correct. I have Elements 4.0, but the procedure is probably similar in 7.
Under File, select Save for Web. A new window comes up. On the right side there is an option labeled Animate. This will preserve the layers and the animation. Hope that helps!

It's not as powerful as photoshop but can be easily augmented with expensions and plugins if you need professional and advanced features. You can use GIMP as a simple paint program or a complex image manipulation software (thanks to an advanced scripting interface). Don't use torrents/downloads from other sites, they might be backdoored.

I strongly believe GIMP is the best free tool for photo editing available online nowadays. It's as good and as powerful as photoshop but GIMP can be use also used by a lot of professionals.

Paint shop Pro that I use has an animation editor that allows working with the individual frames plus adding intermediate frames, blending, etc.
