My advice which I'm sure all of the other sensible answers will state is: don't do anything until you are 100% sure. Having to ask where on your body to put it and what do is the first sign that you need more time. Age aside, if you have to ask you need more time.
Also, it might not be legal to get a tattoo under the age of 18 even with parental concent so check laws. Don't break any laws, breaking one could be breaking many and the laws are set up for your safety. That means no tattoo artist connections, shops that will bend the laws or any where that you don't trust fully. If you walk in and it doesn't smell clean, they wont open everything infront of you, you aren't comfortable, or don't like the artists work (by doing research) don't get it there or by them.
I have nothing against tattoos, have one myself and saving up for the next just don't rush. Some times an extra year or two really helps your judgement in what you want because even at 18 (I'm 18) taste changes all the time so you have to be sure or your odds of regretting it are probably higher. Talk to an artist about the best spot on your body and a design, but if it's not legal to tattoo someone under 18 they often wont even draw something up just advice you to come back when you can get it. Look around, talk to artists and check laws. Happy 16th birthday!

The upper arm would be a good place. It`s where a lot of people choose to put tattos. You can also cover it up if you end up hating it.
I have no clue what bullet for my valentine is, so can`t help there.

you could get it on sholder blade and that is a place that dose not hurt that much but all tattoos hurt sorry to say but it that is what you want then go for it!

the one on the inside of right arm didn^t hurt at all till it got down to my wrist, the on on outside of left leg felt like tasttooer was ripping skin, the two on both upperr arms didn^t hurt at all, but the one across my shoulder blades hurt

Look for Tattoo section
Find ads or places
Call them
Ask for how long it will usually take
and thats how long it will hurt
note: do not let it be outside for 2 weeks or it will burn
